Mission Statement

Our mission is to serve the citizens of Charles County by providing properly trained and equipped divers to assist in underwater emergencies. Further, we shall always strive to raise public conscience concerning safety around water and ice.


Charles County Dive Rescue (CCDR) is an all-volunteer, non-profit (501c3) organization formed in 1989. Our primary objectives are two-fold:

    • CCDR has 26 members, 18 are divers.
    • CCDR members have received internationally recognized training in the field of public safety diving.
    • Our SOG's are based on training and material derived from many sources. Some of these include:
      • Life Guard Systems, Inc. - Rapid Deployment SAR, Blackwater SAR, and Large Area Search trainings programs
      • Dive Rescue International, Inc. - Dive Rescue 1 training program
      • National Asso. of Search and Rescue (NASAR) - Guidelines for Public Safety Diving and Operation of Public Safety Dive Programs
      • American Academy of Underwater Sciences - Cold Water Diving Guidelines
      • US Navy Dive Manual
      • Dive Rescue Training Manual - Linton S.J., Rust D.A., Gilliam T.D., Dive Rescue International, Inc., Concept Systems Publishing, 1986
      • Public Safety Diving - Hendrick, W., Zaferes A., Fire Engineering Books and Videos Publishing, 2000
    • Our members attend national conferences to stay abreast of the latest developments in public safety diving.
    • Membership is drawn from a cross section of public safety professions and the public at large
    • Drowning is the third leading cause of accidental death. Awareness is the most effective way to combat this statistic.
    • We promote public awareness concerning safety around water and ice in many ways. Some of these are:
      • Meetings and classes with various youth, community, and civic groups (i.e. Cub Scouts, Boy Scouts, & Girl Scouts.)
      • School visits and participation in health and safety fairs.
      • Displays at the county fair.
      • We work with the Board of Education Fifth Grade Water Safety Program.
    • Regular business meeting are held the 4th Thursday of the month, 1900 at Station 13.
    • Applications may be submitted at any business meeting or mailed to the address below.
